ASB Greece – Προκηρυξη Ανοιχτου Διαγωνισμου Παροχης Υπηρεσιων Λεωφορειων

Η Arbeiter-Samariter-Bund (ASB) μια φιλανθρωπική οργάνωση που δραστηριοποιείται σε πάνω απο 20 χώρες σε όλον τον κόσμο ξεκίνησε τα προγράμματα της της στην Ελλάδα το 2016 ανταποκρινόμενη στην προσφυγική κρίση που ξέσπασε στην Ευρώπη.

Στην Ήπειρο η ASB παρέχει υποστήριξη στα κέντρα φιλοξενίας του Κατσικά, της Φιλιππιάδας, της Κόνιτσας και των Δολιανών. Μεταξύ άλλων παρέχει τη δυνατότητα μετακίνησης μέσω λεωφορείων με σκοπό τη διευκόλυνση της μεταφοράς των κατοίκων των κέντρων φιλοξενίας προς τη πόλη των Ιωαννίνων και Άρτας προκειμένου να υποστηριχθεί η πρόσβαση στην τοπική αγορά, τα Νοσοκομεία και τις δημόσιες υπηρεσίες. Γι’αυτόν τον σκόπο ανακηρύσσει διαγωνισμό για την την ανάθεση των εν λόγω μετακινήσεων σε πάροχους/προμηθευτές υπηρεσιών λεωφορείων. Οι αιτήσεις πρέπει να γίνουν στα Αγγλικά και η υποβολής τους ξεκινάει απο τις 16 μέχρι τις 25 Απριλίου 2018.

Arbeiter-Samariter-Bund (ASB), a charity and relief organisation operating in over 20 countries around the world, started its programs in Greece in 2016 responding to the refugee crisis that broke out in Europe.

In Epirus region, ASB provides support to the refugee camps of Katsika, Filippiada, Konitsa and Doliana. Among others, it provides bus services to facilitate the transfer of the residents of the camps to the city of Ioannina and Arta in order to facilitate accessing the local market, hospitals and public services. For this purpose, invites for sealed bids from eligible applicants for the above services. Applications must be in English and must be submitted from 16 to 25 April 2018.

Questions have been raised by several interested parties

All questions have compiled and answered accordingly and send to all notified or interested bidders.

There will be no other round of questions or clarifications.

  1. Question: Based on the timetables of transportation several buses will be required. On this matter, we will of course timely ensure the availability of specific vehicles for the specific routes. However, the successful bidders, will act as handlers, to pre-submit specifications according to section 4.2 for all vehicles, is practically an impossible task based on the great volume of transportations required and the fact that changes/replacements will be necessary to be made, which we are unable to know at this point. Of course, we can guarantee that the specifications of each used bus will be given 1-2 days prior to the transportation.  Please clarify whether it is necessary to actually submit at this point specifications for all vehicles.

Answer:  It is well understood that the respected buses can be changed. Therefore, we would need at minimum an indicative bus per location, and on the contract will be stated that the buses are going to be “of the same quality”. Nevertheless, there will be a bus inspection before the contract signing, and there will be a communication pattern if the bus changes.

  1. Question: The above matter extends to the drivers as well. Different drivers will be required and the designated driver will change according to daily availability. Please clarify whether it is necessary to actually pre-submit competencies for all drivers according to section 4.3.

Answer:  It is well understood that the respected drivers can be changed. Therefore, we would need at minimum an indicative driver per location, and on the contract will be stated that the drivers are going to be “of the same capacity”. Nevertheless, there will there will be a communication pattern if the driver changes. Specially for the drivers, as the task is demanding, it would be a good practice to keep same drivers on same routings, as it will help the level of the services and the communication.

  1. Question: According to section 4.3, drivers should be basic level English speakers. However, we feel obliged to inform you that a common problem we are facing, is that the majority of drivers in the region have a rudimentary knowledge of the English language. Please clarify whether this fact should prevent us from filing our application, since based on our experience, this specification cannot under any circumstances be met by the resources available, except an extra service of “English speaking assistant” is provided by the Tender Procedure, which is absolutely feasible to offer.

Answer:  With regards to drivers’ English knowledge, there is some level of flexibility. Yet, it should be stated that it, although it would not be a matter of excluding a service provider from the process, it might be a reason if – during assessment of the driver- ASB would ask for the driver to be changed due to low communication skills
