  1. Background/ASB Summary:


ASB Germany

ASB Foreign Aid

ASB Foreign Aid Department provides both direct emergency relief to people hit by man-made or natural disasters and longer-term rehabilitation measures designed to promote recovery and to rapidly help restore the livelihood of refugees, internally displaced persons and other vulnerable people. ASB currently has a portfolio of more than 50 relief, rehabilitation, development and DRR projects in countries like Niger, Nicaragua, Serbia, Bosnia and Herzegovina, Indonesia, Nepal, Haiti, Georgia, Ukraine, Iraq and Greece.


ASB Greece

Arbeiter Samariter Bund Deutschland e.V (ASB) started its activities in Greece in March 2016, focusing on the provision of Humanitarian Aid to refugees/migrants. Between 2016 and 2018 the ASB implemented two major projects funded by the European Union (DG ECHO) and the German Federal Foreign Ministry. In 2017 the ASB  built the technical facilities and shelters for the Long – Term Accommodation Centre (LTAC) of Diavata and in 2018, ASB acquired four accommodation sites in the Epirus Region (Katsikas, Filippiada, Doliana and Konitsa).

In 2019, the ASB with the funding of the Directorate – General for Migration and Home Affairs of the European Union (DG HOME) and in coordination with the International Organisation for Migration (IOM) implemented the “Improving the Greek Reception System Through Site Management Support and Targeted Interventions in Long – Term Accommodation Sites” project for the sites of Diavata, Filippiada, Katsikas and Doliana.

In 2020 the ASB implemented the Program “Supporting the Greek Authorities in Managing the National Reception System for Asylum Seekers and Vulnerable Migrants (SMS)”, for the LTAC of Diavata (Thessaloniki region), Katsikas, Filippiada, Doliana and continues it into 2021 as a no cost extension in the LTAC of Agia Eleni.

In 2021 the ASB is also implementing the Program“SMS 2021 – Assisting the Greek authorities in the management of the Reception System” in the camps of Diavata, Filippiada, Katsikas, and Doliana with the funding of DG HOME and in coordination with IOM.

The ASB country office is based in Thessaloniki, while the Epirus regional office is in Ioannina.


  1. Job Overview/Summary:


The Senior Protection Officer is a key person in the protection department and reports towards Protection Manager. S/he is an essential part of the team and ensures that all needs in terms of the field-based Protection team are met, in line with ASB and Donor regulation. The Senior Protection Officer should have in depth knowledge in GBV, Child Protection, and General Protection. The Senior Protection Officer will be responsible for ensuring all thematic materials developed within their thematic area of protection are comprehensive and accurate. The Senior Protection Officer will work with diverse communities including but not limited to persons with specific needs and persons with specialized protection concerns.


General Tasks and Responsibilities:

  • Support the protection capacity of national and local government, partners and civil society to assume their responsibilities vis-à-vis all persons of concern through protection training, mainstreaming and related activities. Provide advice and guidance on protection issues to the team and persons of concern; liaise with competent authorities to ensure the issuance of civil documentation.
  • Oversee and manage individual protection cases, including those on SGBV and child protection
  • Liaise with relevant public and military authorities and service providers in order to foster effective collaboration and encourage a conducive protection environment for affected populations and encourage national interest and ownership in protection of beneficiaries.


  1. Specific Tasks:

Management and Coordination:

  • Coordinate the design, implementation and evaluation of protection-related programming with partners. Contribute to and facilitate a program of results-based protection programming through a consultative process with sector and/or cluster partners.
  • Support the development of training and materials to deliver to communities and humanitarian actors regarding how to develop community-based protection teams. Support the training of community members on how to identify vulnerable cases and refer cases in a confidential manner based on humanitarian and protection principles.
  • Collect and compile protection referral information; train PAT on how to use referral mechanisms and make referrals to appropriate service providers within their communities
  • Plan and implement community-based protection activities with men, women, girls and boys based on the community’s needs and interests, including initial trainings of PAT teams, as well as outreach activities into the wider community
  • Provide advice and practical assistance to ensure that the protection monitoring program is well-targeted, contextually appropriate and – as a priority – does not do harm to the beneficiary population
  • Design and implement awareness-raising campaigns for IDP, host communities and service providers
  • Work with Field Services Manager and Protection Manager to develop implementation and monitoring plans for protection activities in field sites.
  • Liaise closely with Field Services and Sr. SMS officer to identify barriers to implementation and ensure the smooth running of activities
  • In the event of repeated, prevalent or serious incidents, refer to relevant ASB staff for advocacy for further service provisions and on other protection-related matters
  • Support the Protection Manager and Protection Coordinator to conduct staff trainings on Protection, human rights and other related topics.
  • Support the implementation of trainings for Government, Local NGOs and other partners through field teams.


Supervision and Collaboration:

  • Supervises the relevant team on field in Ioannina
  • Collaborates with the Protection Manager and the SMS team



  • Overviews documentation archiving, both digital and hard copy
  • Ensure that the database records are regularly and timely updated
  • Prepare briefs, presentations and write-ups for in-house meetings for clusters or as per program requirement and asked by Protection Manager.
  • Prepare weekly and if necessary ad hoc reports detailing protection concerns, efforts to mitigate or eliminate them, issuing recommendations as necessary.
  • Provide verbal and written feedback on a weekly/monthly basis to direct line manager; assist in writing regular narrative and quantitative reports when requested.
  • Document program activities and lessons learned from implementation
  • Prepare monthly protection monitoring reports
  • Compile information collected through protection monitoring into the monthly analytical protection reports


  • Is responsible for the team’s transportation route/visit planning


  • Plans and controls all support related costs for the field


  • During his/her work, uphold all relevant ASB standards, codes of conduct, and humanitarian principles
  • Act in a way that is sensitive to gender, protection, the environment and other important cross-cutting concerns
  • Fully comply with the ASB safety and security procedures
  • Stay abreast of political, social, economic and cultural developments that have an impact on the protection environment.
  • Ensure that ASB ’s age, gender and diversity approach to protection is consistently applied through community-based protection methods.
  • Cultivate good relations with key humanitarian actors

      7. Requirements:

  • Greek National, or legally allowed to work in Greece (Greek National Contract);
  • Relevant University degree in Social science, Law, Psychology or any equivalent degree.
  • Minimum of two years of experience working in Protection field.
  • Relevant professional experience, preferably in emergency and/or development context.
  • Familiarity with international protection and human rights legal standards, Guiding principles on Internal Displacements. Post holder will hold extensive knowledge and experience in General Protection, Child Protection, or Gender Based Violence responses.
  • Excellent report writing skills.
  • Excellent verbal & oral communication skills in Greek and English
  • Demonstrated interpersonal skills and respect for people from different cultures and backgrounds and especially those with special needs and other vulnerability.
  • Flexibility and ability to work under pressure, manage time and prioritize work to deadlines.
  • Well-developed organizational skills.
  • Punctuality and respect for rules and procedures.
  • Must have strong ethos of working as a team player.
  • Must be able to maintain the highest level of confidentiality regarding work-related information and data.
  • Valid driving licence
